Packaging & Labelling Regulations

Health Canada recently amended the Cannabis Regulations (Canada Gazette, Part II, Vol. 159, No. 6) to streamline cannabis packaging and labelling requirements. These changes give licensed producers more flexibility while keeping public health a top priority. 

Key Packaging Changes 


  • Colour Differentiation: Containers and lids can now be different colours instead of a single uniform colour. 

  • Transparent Packaging & Windows: Transparent packaging and cut-out windows are now allowed for dried and fresh cannabis products and seeds, letting consumers see the product before purchase. Other cannabis classes (like edibles) must still use opaque packaging to avoid appealing to youth. 

  • Co-Packing: Producers can co-pack multiple cannabis containers (dried, fresh, topical, or extract) into one outer package, up to 30 g total. Each inner container must still be child-resistant and within per-unit THC limits. 


New Labelling Options 


  • QR Codes: QR codes are now permitted on labels, offering a scannable way to provide additional product information (within promotional rules). 

  • Inserts & Leaflets: Inserts or leaflets can be included inside packages, adding space for extra product or brand details (subject to advertising restrictions). 

  • Simplified Potency Info: Labels only need to display Total THC and Total CBD now, simplifying potency information for consumers. 

  • Health Warnings: Health warning messages remain mandatory and prominent (yellow box). The regulations make it easier to update these warnings and give producers time to transition to new warning content.
